How current is this English edition?

It reflects the Korean text enforced on 1 July 2026 (Presidential Decree No. 36417, partial amendment of 16 June 2026). It is based on the National Law Information Center's consolidated English translation, which was current to Presidential Decree No. 35811 (1 October 2025), and incorporates every amendment made since — with those changes highlighted.

What has changed since the base English translation?

A new Article 18-5 (Calculation of loan interest rates) was inserted, effective 1 July 2026, to implement Article 30-3 of the Banking Act; and Article 30 (Re-examination of regulation) was deleted (24 March 2026).

How does this relate to the Banking Act?

The Enforcement Decree is the Presidential Decree that implements the Banking Act — prescribing the matters the Act delegates to a Presidential Decree and the details necessary for its enforcement. It is best read together with the Banking Act, also available in English on KFR Gateway.

What does the Enforcement Decree cover?

Among other things: the scope of equity capital; financial business, subsidiaries and specially related persons; credit-granting limits; the calculation of loan interest rates; the issuance of bank debentures and contingent capital securities; sound-management standards; administrative fines; and delegation of the Financial Services Commission's authority.
