비청산 장외파생상품거래 증거금 교환 제도에 대한 가이드라인 — English Edition
This is the English text of the Financial Supervisory Service guideline that implements the BCBS–IOSCO margin requirements for non-centrally cleared derivatives in Korea. It is the operative document for any bank, securities firm, insurer or asset manager whose group runs KRW 3 trillion or more of uncleared OTC derivatives — and for their counterparties abroad. It sets the eligible collateral and haircut grid, the KRW 65 billion initial-margin threshold, the KRW 1 billion minimum transfer amount, the T+3 settlement deadline, and the conditions on which a quantitative model such as ISDA SIMM may be used. Issued in Korean only; not available in English elsewhere.
| Item | Threshold |
|---|---|
| Entry test (group, month-end average for Mar–May) | KRW 3 trillion |
| Initial margin threshold (per financial group) | KRW 65 billion |
| Minimum transfer amount (IM + VM combined) | KRW 1 billion |
| Variation margin threshold | None |
| Settlement deadline | T+3 local business days |
| Quantitative model — holding period / confidence | 10 days / 99% one-tailed |
| Currency-mismatch haircut | Additional 8% |
| Equity options | Carved out until 31 Aug 2027 |
The Guideline is administrative guidance (행정지도) issued under Article 8 of the Regulation on the Operation of Financial Regulation. It is renewed annually: the edition translated here took effect on 1 September 2026 and remains in force until 31 August 2027. Because it is guidance rather than statute, it sets minimum supervisory standards and does not displace the Financial Investment Services and Capital Markets Act, its subordinate legislation, or the regulations of the Financial Services Commission.
The full text is translated, including all seven tables and all twenty-seven footnotes. No commentary has been added.
