Guidelines for Foreign Investor Omnibus Account

외국인 통합계좌 이용 가이드라인 — English Edition

Issued by: FSC · FSS · KOFIA · KSD
Status: Official English edition — not a translation by us
Korean original: Established November 2025, revised April 2026
Length: 20 pages (19 official + 1)

A foreign investor omnibus account lets a foreign financial investment company place and settle Korean stock trades for many of its own clients through a single account in its own name — an exception to the rule that a trading account is opened in the name of the beneficial owner. These Guidelines set out how such an account is opened, who may hold one, what the agreement with the Korean broker must contain, what is verified, what may not be traded, and what is reported to whom. They are the work of the Financial Services Commission, the Financial Supervisory Service, the Korea Financial Investment Association and the Korea Securities Depository, and those four bodies published this English edition themselves. It is reproduced here without alteration. This is not a translation by H&S Partners, and nothing in the document has been edited, abridged or re-typeset.

About this edition

This is the authorities' own English edition, not ours. The Guidelines for Foreign Investor Omnibus Account were established in November 2025 and revised in April 2026 by the Financial Services Commission, the Financial Supervisory Service, the Korea Financial Investment Association and the Korea Securities Depository, and those four bodies published the English text. The Financial Services Commission announced the Guidelines in English on 27 November 2025 and said then that an English translation would follow.

Pages 1 to 19 are reproduced exactly as published. Nothing has been translated, retranslated, edited, abridged or re-typeset by H&S Partners, and no artificial intelligence has been applied to the text. We verified page by page that the text of the edition offered here is identical to the file as issued.

The twentieth page is the only addition. It is our own material, it says so on its face, and it carries the source of the document and our enquiry address. It was neither written nor approved by any of the four bodies.

The Guidelines state on their cover that they apply subject to the relevant laws and regulations, which take precedence over them, and that they may be revised or supplemented. Where this English edition and the Korean text differ, the Korean text governs.
